People’s Government of Jiangsu Province has published new regulations introducing sulphur (SOx) emission control requirement within the emission control area


 Applicability :

       1. The emission control area (ECA) include the coastal and inland navigable areas of Nanjing. Zhenjiang,
            Yangzhou, Taizhou, Nantong, Changzhou, Wuxi and Suzhou.

       2.
These core ports are the Suzhou and Nantong Ports.

       3.
Ships navigating, anchoring, berthing or operating in the emission control area (ECA) must comply
            with the regulation, except military, recreational and fishing vessels.
 

Control Requirements:

      1. From 1 april, 2016, vessels which are at berth in the core ports (except during the first hour after berthing,
         and the last hour before departing) must use fuel containing 5000mg/kg sulphur or less.

     2. From 1 January, 2018, vessels which are at berth in all ports in the ECAs (except during the first hour
         after berthing, and the last hour before departing) must use fuel containing 5000mg/kg sulphur or less. 
        
From 1 January, 2019, vessels entering the ECAs must use fuel containing 5000mg/kg sulphur or less.

     3.
Before 31 December, 2019, an assessment will be carried out to taking one or more of the following actions:  

        1) Reducing the maximum sulphur content to 1000mg/kg for vessels entering the ECAs
        2 )
Expanding the geographical size of the emission control areas
        3)
Considering further control measures.

     4. Alternative measures such as using shore power, clean energy and exhaust gas cleaning systems
          will be accepted.
