Regulations on the Administration of Ships and Cargo operation during the Qingdao Port Summit 

The content of the meeting is as follows: 

1. All mooring ropes must be full to ensure safety when ship at berth 
2. The ship self-inspection report shall be submitted to port side 48 hours before berthing; the rectifed self-inspection report  shall be reported to the port 48 hours before the next voyage. 
3. During the summit, all incoming and outgoing personnel must bring their ID cards and photocopies to QQCT for filing before the end of April. 
4. It is forbidden for agents to bring in unrelated personnel or useless items. 
5. During the period of 5.20-6.20, it is not allowed to transfer crew members to and from the shore. Crew members are not allowed to change. Special procedures need to be filed. 
6. During the period of 5.20 - 6.20, all special operations such as materials, liquids, powders and DGs will be suspended. In principle, only provisions and F/W supply will be kept. 
7. During the period of 5.01-6.20, the transit DG will stop turning over. 
8. During the period of 6.01-6.20, transit DGs (Classes 8 and 9) can be transported but must wait for a MSA 's notice. 
9. During the period of 6.01-6.20, DG loading and unloading will be suspended. 
10. The vessel has any unusual conditions, berthing will suspended 
11. During the summit, custom/immigration/quarantine/MSA  will increase monitoring efforts. 
12. Before the ship berths, try to arvd at anchorage 3 to 4 hours in advance to wait  
13. The ship's oil record book and garbage record book should be rigorously inspected by the ship and the ship must be regulated to record 
14. Verify the correction of the  chart beforehand; check the frozen cabinet in advance. 
15. Import and export manifests need to be sent to relevant parties timely 
16. Under water inspection and hot working are prohibited. 
17. Diesel vehicles are strictly prohibited from entering port

青岛港上合峰会期间船舶及装卸货物管理规定

会议内容如下：

1、   船舶靠泊缆绳必须挂满，保证安全。

2、   船舶自检报告，靠泊前48小时报送码头；船舶出现问题整改后的自检报告，下航次靠泊前48小时报送码头。

3、   峰会期间，所有进出港人员必须在4月底前携带身份证及复印件去QQCT报备。

4、   禁止代理携无关人员、无用物品进入。

5、   拟定5.20-6.20期间，不允许接送船员上下岸，不允许更换船员，办理特殊手续需报备。

6、   拟定5.20-6.20期间，物料、液体、粉末、DG等所有特殊作业暂停，原则上只保留伙食和供水。

7、   拟定5.01-6.20期间，过境DG翻倒停止。

8、   拟定6.01-6.20期间，过境DG（8类、9类）可以运输，但必须等海事通知。

9、   拟定6.01-6.20期间，DG装卸货暂停，等通知。

10、船舶有任何异常情况，暂停靠泊。

11、峰会期间，一关三检将会加大监控力度。

12、船舶靠泊前，尽量提前3~4小时在锚地等待。

13、靠港船舶油类记录簿、垃圾记录簿严查，船方必须规范整理。

14、靠泊前船图提前确认正确性；冻柜提前检查。

15、进、出口舱单需要及时发送相关单位。

16、水鬼、动明火禁止。

17、柴油车严禁入港
